I've always taken this to mean that 'if you want users of the old
release to receive this update (on opkg update), push here'. I'm not
aware of any central policy for how stable things need to be in a
release (but if one exists I'll be happy to be enlightened).

My personal rule of thumb is that if something is compatible (i.e. no
major changes in configuration format or suchlike), to push it...
