I can confirm it's babeld not being compliant with the spec, and BIRD
doing the right thing.  Which is interesting, given that I wrote both
babeld and the spec.

(It's not a big deal -- it's just BIRD's retractions that will be
spuriously dropped by babeld, so I'm not going to rush a fix.)
