I spent a few minutes looking over resend.c...

In walking that list, you have either a kind of RESEND_UPDATE or
RESEND_REQUEST, which means you can have both kinds outstanding.

If you have an existing kind of RESEND_UPDATE  and a new one of
RESEND_REQUEST (urgent), wouldn't you want to upgrade it to RESEND_REQUEST?

or vice versa to downgrade it?

rather than having both outstanding?
