This version implements the per-interface option "probe-mtu", which
automatically discards links that cause an MTU blackhole.  Such links are
incorrect, but are created by some common VPN implementations and are
notoriously difficult to debug.  Thanks to Daniel Gröber, who pointed out
the issue and discussed the possible solutions with us.

26 July 2023: babeld-1.13.1

  * Implemented the per-interface option "probe-mtu", which automatically
    discards links with a mis-configured MTU.  Thanks to Daniel Gröber.
  * Fixed a typo in the handing of the option "v4viav6".
