I have recently spent some time doing a bit more work with this, principally 
with the autonomous scheduling support for "resources", and an overview can be 
found here:

I don't know how other calendaring/scheduling systems provide quotas and 
autonomous scheduling, at least not in any real detail, but I thought this was 
a reasonable approach in any case.
