With this apt-listbugs works again. However, adequate doesn't work.

I think this is likely due to cupt's limited handling of apt's config
space. Adequate specifies a config variable named Adequate::Enabled which
it expects to read when run during Pre-Install-Pkgs.  My guess is that cupt
isn't writing this out to adequate's stdin since it's not one of the
recognized apt config variables.
