[Debconf-devel] Bug#410704: dpkg-reconfigure debconf doesn't reconfigure

In pbuilder, I tried to install sun-java6-plugin

# apt-get install sun-java6-jdk
sun-dlj-v1-1 license could not be presented
try 'dpkg-reconfigure debconf' to select a frontend other than noninteractive

Fine, so

According the the manpage for dpkg-reconfigure:

       -ftype, --frontend=type
           Select the frontend to use. The default frontend can be permanently
           changed by:

            dpkg-reconfigure debconf

           Note that if you normally have debconf set to use the noninterac-
           tive frontend, dpkg-reconfigure will use the dialog frontend
           instead, so you actually get to reconfigure the package.

This doesn't seem to be the default behavior.
