[Debconf-devel] Bug#422579: debconf displays garbage characters
when locale is set to UTF-8

How to reproduce: try the following
# LC_ALL=en_US.UTF-8 dpkg-reconfigure locales
or
# LC_CTYPE=en_US.UTF-8 dpkg-reconfigure locales
