[Debconf-devel] Bug#422579: debconf displays garbage characters when locale is set to UTF-8

Tested with konsole and gnome terminal

How to reproduce: try the following

# LC_ALL=en_US.UTF-8 dpkg-reconfigure locales
or
# LC_CTYPE=en_US.UTF-8 dpkg-reconfigure locales

Kernel: Linux 2.6.18-4-686
Locale: LANG=en_HK.UTF-8, LC_CTYPE=zh_CN (charmap=GB2312)
