So, these packages are not debconf. Why did you choose to file the bug 
against debconf?

This looks like ucf:

/var/lib/dpkg/info/nfs-common.postinst:
        ucf --three-way /usr/share/nfs-common/conffiles/idmapd.conf /etc/idmapd.conf

I'll bet ucf again.
