I put in most of Helge's correction.

Helge, now you can get your red pen and proofread.

But ... I think, I'm not up to date, everything in latin1 ...

Joey, I think I found some mistakes in debconf-devel(7),
mostly formatation, but I think the state machine reaches zero,
when the user tries to backup before the first question.
(Or would this be a bug on its own?)
