[Debconf-devel] Bug#560323: debconf: document the fact that the TITLE command is deprecated

During Debian Installer installations logs frequently show the warning that 
the TITLE command is deprecated, but this is currently not documented in 
the debconf-devel man page.

Attached a proposed patch to fix this.
