Ah, Indeed, it seems to mention that in the code.
I wish these things were documented.
$ find /usr/share/man*/m*|grep debconf|xargs zgrep -i fix
$ dlocate bin/debconf|sed s/.*://|xargs grep -i fix
OK, I will cross my fingers and run the unlabeled medicine bottle
/usr/share/debconf/fix_db.pl once a year.
