I've added a reference to debconf-show(1) in the DESCRIPTION section.

No; this is far too complex for a simple FILES section and depends on
local database configuration (which might not even be local files).
dpkg-reconfigure(8) and other debconf manual pages already refer to
debconf(7) which goes into more detail about how debconf is organised.
