This would be much slower than apt-extracttemplates, signifianctly so
during a large upgrade.

Also, apt-extracttemplates is able to use apt's dependency resolver to
make sure that packages that depend on a newer version of debconf than
is installed are skipped by dpkg-preconfigure.

The best way of dealing with the issues I mentioned would be to write a
special-purpose compiled program that links to a dependency resolver and
is optimised.. which is how we ended up with apt-extracttemplates.
