[Debconf-devel] Bug#614197: please mark debconf 'Multi-Arch: foreign'

Hi guys,

I've just applied a patch to debconf in Ubuntu to mark the debconf package
'Multi-Arch: foreign'; this indicates, per
<https://wiki.ubuntu.com/MultiarchSpec>, that debconf will satisfy the
dependencies of packages of other architectures when it's installed.

Since debconf is rather low in the stack, and it's perfectly safe to tag
packages as Multi-Arch: foreign in advance of a package manager that's
capable of understanding this (which should be along soon in any case), I
request that this be set on the package in Debian as well.
