[Debconf-devel] Bug#615923: delay warnings until it is clear that some interaction is done?

While upgrading I see a lot of warnings:

Processing triggers for dictionaries-common ...
debconf: unable to initialize frontend: Dialog
debconf: (Dialog frontend will not work on a dumb terminal, an emacs shell
buffer, or without a controlling terminal.)
debconf: falling back to frontend: Readline

Would it be possible to delay these warnings, until it's clear that any
interaction is needed?
