Ok, you're correct about the LANGUAGE variable, but looking at the debconf 
source package and debconf-i18n binary packages, both Norwegian Nynorsk 
and Norwegian Bokmål should be supported..

I agree that this is a good idea, but in this case it looks like the application
is translated to Norwegian.
