[Debconf-devel] Bug#827788: Surprising ordering requirement between SETTITLE and SUBST

It appears that the implementation of SETTITLE immediately performs
substitutions in the specified template, so that later substitutions
using SUBST are ignored.  If there are any substitutions in the
template, their values should be set with SUBST before SETTITLE;
otherwise stale values will be used.

Please either document this ordering requirement in debconf-devel(7)
or defer substitutions in the title template until the same point as
substitutions in the body template.
