Seven years later it looks like qt4-perl is finally dying, see #887687.

As libqtgui4-perl can't be rebuilt for Perl 5.28 in its current state
and is not going to be fixed, removal of this debconf frontend has become
a blocker for the Perl 5.28 transition and needs to be done in any case
before buster releases. Updating the bug metadata accordingly.

Colin and others: please let us know if you have better ideas or if we
can help in any way.
