[Debconf-devel] Bug#989567: add support for DPKG_ROOT

Hi,

for your convenience, I created a merge request on salsa, fixing #989567 as
well as #983425.

Both changes are necessary to support DPKG_ROOT. We verify that chroots created
with DPKG_ROOT and these changes are bit-by-bit identical to chroots created
the normal way in this salsaci job:

Please consider applying these changes to debconf.
