[Debconf-devel] Bug#998068: debconf values not populated on initial install (like debootstrap) since 1.5.78

Dear Maintainer,

on initial install (for example via deboostrap), debconf values are not populated, i.e.,

debconf-show debconf

is empty.

Maybe due to fix for #989567, which seems to actually remove postinst
for good w/o actually producing debhelper's default postinst?
