[Debconf-devel] Bug#1040127: debconf: confmodule exposes outdated command "db_previous_module"

The vestigial debconf `db_previous_module` command is:

1) not mentioned in the debconf specifications [1],
2) no longer used by any package in Debian [2], and
3) not implemented by cdebconf.

To avoid possible future mistakes by package maintainers, it should be 
removed from `confmodule`.
