Replied to David Kalnischkies that apt-utils was installed long ago.
Not mentioned in /var/log/apt/history.log.

/usr/bin/apt-extracttemplates

I haven't associated a harm with the claim of absence of apt-utils.  
Somewhat odd that no other users have caught the same message.

Thanks for taking an interest in my report.  Maybe not worth attention 
for now. Sometimes an explanation turns up unexpectedly.
