You can get that info after the fact from /var/log/apt/history.log

The message is not from aptitude, nor from apt-utils, it is from
debconf as the prefix indicates, but no worries, as that is hard to
know if you don't know how they all interact. It "just" means
that we can't leave the bugreport against apt-utils as it wasn't
really involved.
I am therefore reassigning to debconf as they might know what might
have lead to this message provided you can give some further details
about your situation.

Note that as the message says the configuration is "delayed" as in
happening in-place rather than upfront, so at least this is not
dangerous and you don't miss anything, just puzzling.
