[Debconfsubs-team] A little change in the workflow

Hi there,

given that we have now a mailing list, I think that it could be
better to use it to claim the video you want to sub, instead of using
the lists.txt in the repo.
We could use a simplified version of the l10n workflow:

 - when you want to claim a video, just send a message to the mailing
   list with the subject:
     ITS: <video title>

 - when you're finished, and you want a review, send a mail to the
   mailing list and the author of the talk, with this
   subject:
     RFR: <video title>
  adding the link to the file in the git repo

 - wait some time - a week - then send a mail with the subject:
   DONE: <video title> 
   and I'll upload it

How does it sound?
