[Debconfsubs-team] subtitling workflow discusson (request for comments)

This is my proposed workflow for this year's subtitling effort. Most of
this was Laura Arjona's idea :)

I wasnt able to materialize some of the new ideas i wanted to bring for
this year's effort, so I'll have to reroute with what we have

Both git and amara workflows will be available for prospective
contributors, but the amara one will be offered by default for people that
doesnt have a preference

Each video will have a member of the team being responsible for it. The
responsible will be in charge of synchronizing and merging whatever works
happen in amara with the git version. Amara sends an email everytime a
video gets new work done. I'll get responsible for all them by default and
will gladly let anybody take over the videos they are more interested in

The list of the videos will be on the wiki in a similar fasion to last year
with a manual internal lock on them. I call it internal because I want for
the people to go into amara to just being able to start without needing to
talk or syncronize with anybody

The rationale for this workflow and the major reason for all these extra
trouble for the team is because i think debconf videos are consumables.
They lost value once seen and as time goes by. For example, there are more
value in subtitling videos from 2015 than videos from a few years ago.

I think this perceived value translates directly in the energy some of the
prospective contributors might put into the subtitiling and so I want to
subtitle often and subtitle early

Subtitling has 2 separeted parts, transcribing whats is being said and
syncronizing the subs with the video

Last year, I recorded the streams and offered early version of the videos
to early birds who wanted to start transcribing the videos right away
without needing to wait for the official releases (we do need the official
releases to properly syncronize videos tho). Im working on getting a more
official version of those insead of my crappy steaming recordings. Worst
case scenario i will record the streams, upload them and offer them myself
again. Maybe even in an audio only form.

If this is okay with everybody, i will update the wiki accordinly and
prepare some text to for the video mail announcement, so we can get some
exposure this year

Also, it would be nice for you to speak up and/or to join #debconf-subs to
know whos active on the team this year :)
