[Debconfsubs-team] New ML address + move to salsa

Hello!

Following the Alioth shutdown, the ML address of the debconfsubs team
changed to debconfsubs-team at alioth-lists.debian.net. Do not forget to
update your mail filters. :)

Also, the git repo made the switch to salsa and is now available at
https://salsa.debian.org/debconf-subs-team/debconfsubs.
I tried to add all the previous members to the group. Please apply if I
failed to find you (sorry!) or if you want to join the group (welcome!).
