[Debian-astro-maintainers] Bug#804671: astrometry-data-2mass-03: wrong STEP in prerm cleans up the wrong files

astrometry-data-2mass-03.prerm sets STEP=02 and therefore cleans up the
wrong files ...

/var/lib/dpkg/info/astrometry-data-2mass-03.prerm:STEP=02

BTW, each package upgrade/reinstallation will delete the downloaded
files and redownload them again - is that intentional?
Otherwise the prerm actions should be guarded with
  if [ "$1" = "remove" ] ...
to skip "upgrade"s.

Oh, and it would be great if the description gives a rough estimate how
much space is needed for the downloaded files.

PS: I'm not interested in these packages at all, just investigating why
my piuparts instance has problems testing them ...
