Sorry for the noise.

Now I think it is better to change the condition when "%2b" should be
added to whether dec
is large or equal to 0, i.e.
    wcspos[lat] >= 0 ? "%2b" : "",
in case dec is exactly equals to 0.

By the way, I think there is a small mistake in the Description line
of aclient.patch.
It said wget replace aclient_cgi call; curl actually do the job.
