[Debian-astro-maintainers] Bug#852550: doctests fail for affiliated package

When using pytest-3, the doctests of astropy and some affiliated
packages (namely astroplan) fail. While the failure of the internal
doctest is tolerable (and may be hidden by just disabling them during
the build), failures of external packages will create a problem when
they are built.

A fix already exists upstream:

This is applied to 1.3-8~exp2 in Debian experimental, but still not in
unstable/testing.
