AIUI, FTBFS bugs generally count as RC only if they're regressions --
necessarily not a possibility here, since voro++ is entirely new to Debian.
I extend this criterion to cover new packages for which I anticipate
binNMUs will fail, but in this case I gave voro++ the benefit of the doubt.
