[Debian-astro-maintainers] Processed: Joining with the existing scipy bug

FWIW we fixed most of the problems in the scipy/imexam/s390x area on Ubuntu
by building scipy with gfortran-7 rather than gfortran-8 on s390x. AFAIK we
haven't gotten around to working out what it is gfortran-8 is doing wrong
yet.
