[Debian-astro-maintainers] Bug#939380: gnudatalanguage: rebuild against eccodes

Please rebuild gnudatalanguage against libeccodes instead of grib-api as grib-api is being removed (See #925707)
This simply involves rebuilding with build-dependency libeccodes-dev instead of libgrib_api-dev.
