[Debian-astro-maintainers] Bug#948399: Astroquery is incompatible to astropy 4.0

Dear maintainers,

The new astropy 4.0 is in Debian unstable now. However, astroquery now
fails the CI tests and is therefore preventing astropy from migration.
As stated in [1], this is probably only a testing issue, which may be
fixed by applying a Github PR [2].

Please consider applying this patch to the package, to let astropy migrate.
