Dear maintainers,

python-casacore build-depends on libcasa-python3-3, but the 3.2.1 version of
casacore currently in testing and unstable ships libcasa-python3-4 instead.

Installing the build-dependencies of python-casacore also already pulls in
libcasa-python3-4 as a dependency of casacore-dev, so I suspect this
hard-coded build-dependency should just be dropped.
