Under normal circumstances, yes. There are exceptions:
1) very limited reverse dependencies all managed by the same person/team
(and not involved in other transitions)
2) where unstable is already messed up and delaying doesn't really help
anybody (as in this case).
3) ... probably more.

Please file the bug, but you already have my ACK.
