[Debian-astro-maintainers] Bug#998317: PostgreSQL 14 transition

gavodachs2-server currently depends on the postgresql-13 versions of
-pgsphere and -q3c, and is blocking the transition to postgresql-14:

Depends: adduser, members, postgresql-13-pgsphere, postgresql-13-q3c, python3-gavo (= 2.3+dfsg-3)

Both packages are providing virtual packages that would make the need
to update the dependency every year obsolete, so I would suggest
switching that to:

Depends: postgresql-pgsphere, postgresql-q3c

Alternatively, switch it to postgresql-14-pgsphere, postgresql-14-q3c

(pgsphere itself still has problems with PG14 to be resolved, but
moving to the version-less dependency would already work now.)
