Looks like the version in experimental does not need 
dh-sequence-movetousr anymore as the upstream build system already 
installs the udev rules file into the correct location:

set(RULES_INSTALL_DIR "/usr/lib/udev/rules.d")


So I guess the simplest fix would be to upload the version from 
experimental to unstable and simply drop dh-sequence-movetousr from 
Build-Depends.

Trivial patch is attached.
