[Debian-astro-maintainers] pluto-lunar: updates pushed and ready for review

Hi Steffen and team,

I've pushed a set of updates to pluto-lunar at
git at salsa.debian.org:debian-astro-team/pluto-lunar.git covering:

- New upstream version (0.0~git20260904.d951918+dfsg, repackaged to
  advertise the exclusion of watdefs.h per debian/copyright)
- Several makefile build-correctness fixes (CPPFLAGS/LDFLAGS handling,
  a stale include path, stale watdefs.h references), most of which
  have also been forwarded
- Standards-Version bump to 4.7.4, switch to debhelper-compat (= 13),
  and a few other packaging cleanups (Priority, Section, usr/lib ->
  usr/libexec per FHS 3.0)

Whenever you get a chance, could you take a look and, if everything
looks good, upload it?
I am happy to make any further changes if needed.
