seem to have several hooks that can be used to get the setup we want.
Preseeding netcfg/target_network_config seem to be one option.
Modifying /tmp/connection_type is another.  Rewriting
/etc/network/interfaces before it is copied a third.  Moving our
finish-install.d rules after 55netcfg-copy-config a forth, and
removing /usr/lib/finish-install.d/55netcfg-copy-config in our
finish-install.d hook a fifth.

I do not know which one is best.  I believe you will pick a good one
if you got time to work on this.
