tasks/common: Drop unneeded package cifs-utils.

As a benefit, samba-common-bin wouldn't be pulled in on systems where samba
isn't needed.

(tasks/main-server recommends samba and samba-common-bin; and
d-e-config: tools/setup-ad-client pulls in both packages on its own and
writes a customized smb.conf file.)
