documentation/*/: Adjust po4a.cfg files for all manuals to use addendum files if available.

Also clean up po4a.cfg files from outdated (and non-working) settings.

Adjust generation of the debian/copyright file now that Po4a is used to credit translators.

debian/copyright.packaging; Add information for PO and addendum files.
documentation/scripts/get_copyright: comment translations related code.
debian/copyright: Generated after running 'make update-copyright'.

(The related wiki content of all manuals will be adjusted once crediting translators
via Po4a addendum files and copyright file creation has been proven to work.)
