Skip icinga2-ido-mysql dbconfig setup during d-i.

debian-edu-config 858a9689 stopped installing packages via cfengine;
debian-edu d5c688a7 / 2.13.1 now pulls icinga2-ido-mysql in via
education-main-server during pkgsel. policy-rc.d does not start mariadb
in d-i, so dbconfig-common fails to connect to /run/mysqld/mysqld.sock.
edu-icinga-setup creates the database later.
