debian/: move theme update script to the main package

The main aim is to not ship a copy of the update-debian-edu-artwork
script with each theme package, and instead place it in the main package
only. Originally this approach was abandoned, because it caused
bug #1054338:

> The theme subpackages only have a weak dependency on debian-edu-artwork
> whereas the latter depends on the former. This means on removal [of] a
> theme subpackage debian-edu-artwork is already gone and the symlink to
> update-debian-edu-artwork is broken. [...]

This patch modifies the binary packages and their dependencies so that:
- debian-edu-artwork is renamed to debian-edu-artwork-common, and it
  contains the script,
- debian-edu-artwork-$THEME packages pre-depend on
  debian-edu-artwork-common to always have the script available,
- debian-edu-artwork-$THEME packages provide debian-edu-artwork,
- debian-edu-artwork-current is a new metapackage that depends on
  debian-edu-artwork-$THEME for the current Debian Edu release.
