Bug#794118: changes to the gosa.conf template should be ignored on Debian Edu system

If there is a change in GOsa's config temlate gosa-core/contrib/gosa.conf, then GOsa informs the admin/user after login, that there is a new config version and that the GOsa admin should re-run GOsa's web-based setup again.

This notification is heavily misleading on Debian Edu main server systems (which use GOsa). If the setup is re-run, GOsa is very likely to break in Debian Edu.

Thus, on Debian Edu, gosa.conf config template changes should be completed ignored as the Debian Edu developers take care of always providing the best/optimal gosa.conf configuration in /etc/gosa/gosa.conf.

The proposal is allowing a configVersion value "Managed-by-Debian-Edu" and handle that special version string after login in a way that it suppresses warnings about gosa.conf template changes completely. This change will be a Debian specific patch that will continuously require maintenance in Debian's gosa src:package.
