Bug#891904: gosa: Drop S gosa-si-server, gosa-dev: use D php-cli

Hi,

please drop S gosa-si-server; the package isn't available and support 
for si has just been dropped upstream.
Also, the versioned D on php7.0-cli should be replaced with an 
unversioned one.
