Bug#928993: sdaps: Please package the latest upstream version

Dear sdaps maintainers,
I noticed that Debian is providing sdaps 1.2.1-2 while upstream has released
v1.9.6. The old version depends on python-zbar, which is a python2 binding of
libzbar. We are working on zbar to provide python3 binding instead and
eventually drop the python2 binding, which requires an upgrade for its reverse
dependencies including sdaps. Since sdaps upstream has migrated onto Python3,
packaging the new version seems could solve this issue.
