This might now be a temporary issue, related to #938073, see:
https://tracker.debian.org/pkg/rdiff-backup

slbackup depends on rdiff-backup.
rdiff-backup used to recommend python-pylibacl, but 
rdiff-backup 2.0.0-1 (migrated to testing 2020-03-19) is fully python3 
compatible (recommending python3-pylibacl), see:
https://tracker.debian.org/news/1109842/accepted-rdiff-backup-200-1-source-into-unstable/
