Bug#1039697: Missing template in default theme

Adding a new user fails with the following error when using the "default" 
theme:


PHP Fatal error:  Uncaught  --> Smarty: Unable to load template 'file:../plugins/admin/users/default/template.tpl' <-- \n  thrown in /usr/share/php/smarty4/sysplugins/smarty_internal_template.php on line 196, referer: https://localhost/gosa/main.php?plug=1&reset=1

When switching to the "classic" theme, the new user form appears as
exepected.
