Bug#1053797: passwordMinLength is ignored when setting/changing the user password

gosa currently ignores the passwordMinLength setting when
setting/changing passwords in the users plugin.

Behavior differs between the themes, using the default theme at least 8 
characters are enforced regardless of the default setting which is
passwordMinLength="5". When using the classic theme no minimum length
seems to be enforced at all.
